On March 21, 2011, Vietnamese Prime Minister Nguyen Tan Dung signed Decree 19/2011/ND-CP, which sets forth the regulations and guidelines for implementation of relevant Articles in the new Vietnam Adoption Law concerning domestic and intercountry adoptions in Vietnam. The Decree will take effect on May 8, 2011.
The government of Vietnam has taken serious measures in reforming its policies and procedures on adoption and has now implemented Hague compliant policies and procedures. We look forward to Vietnam becoming a party to the Hague Convention of 29 May 1993 on Protection of Children and Co-operation in Respect of Intercountry Adoption in the near future. We also look forward to the Government of Vietnam maintaining its close cooperation with our Department of State in developing and maintaining an adoption program, both domestic and inter-country, that implements the basic principles of the Convention on the Rights of Children (CRC) and the Hague Convention.
While this is a positive step in developing the necessary safeguards for domestic and inter-country adoptions in Vietnam, the re-establishment of inter-country adoptions with Vietnam is still undetermined. We need to await further clarification from the Government of Vietnam and our Department of State as to when inter-country adoption will restart. We will provide further information once we have it.
